Simplest way is to just search the promoter name on rera.ap.gov.in in the registered projects list and see if this specific project shows up with a registration number, validity, uploaded plans and declared completion date. If it's there, it's registered. If not, ask him directly why he's referencing RERA at all.
even if it shows up registered, remember that just makes the promise enforceable and public, it's not a guarantee he delivers on time
