It comes from actual master-plan land-use classifications — roads that get widened or reclassified can shift from residential to mixed use, which is what people loosely call semi-commercial, usually meaning limited commercial activity like a shop or clinic on the ground floor is permitted alongside residential use, but not full commercial. Don't take the broker's word for the classification, ask for the property's land-use certificate or check with the local municipal planning office what that road segment is actually zoned as, because semi-commercial gets used pretty loosely in casual conversation too.
