Does RERA even apply to a plain land purchase near Khammam or only to layouts?

Buying a standalone piece of land near Khammam, not part of any developer layout, just a private seller to private buyer deal. Someone mentioned I should check RERA registration but that seems odd for a plain land sale. Trying to understand when RERA actually comes into the picture and when it doesn't.

For a straight private land sale with no developer or layout involved, there's usually no RERA angle at all, that applies to developers selling plots or units as part of a registered project, not one individual selling to another.

If it later turns out the land is actually part of a bigger layout being sold in pieces though, that's different, worth confirming it's genuinely a standalone parcel and not carved out of an unapproved layout.

Good point above, ask for the actual survey number boundaries and compare with adjoining plots, sometimes what looks like one plain sale is really a slice of a bigger unapproved layout.
