Stamp duty gets charged on whichever is higher, the sale consideration or the government guideline value for that survey number - so first thing is pull the current guideline value off the IGRS Telangana portal, registration.telangana.gov.in. Don't trust the exact duty rate from word of mouth, confirm that directly at the SRO since classification and revisions can change it.
Does the guideline value differ if the plot's technically in a mixed-use zone versus pure commercial? Ours sits somewhere in between and I can't tell which figure would apply.
That's exactly the kind of thing to ask the SRO clerk directly before you fix your budget, classification can shift the applicable figure and it's not something you want to assume.
