Document list before closing on an industrial shed near Ongole, seller's file feels incomplete

Set to close on an industrial shed in a few weeks and the file the seller has shared feels thinner than what I'd expect for something originally agricultural land that got converted and built up. What should I be insisting on seeing before I sign anything, specific to an industrial property rather than plain residential?

Beyond the usual mother deed, link documents, and a recent EC, for an industrial property specifically ask for the land-use conversion order if it was ever agricultural, whatever clearance or permission was needed for the shed construction, and the building plan approval from the relevant local authority. If there's an occupancy certificate for the shed structure ask for that too, don't accept only a completion certificate as equivalent.

also get the property tax and any local body dues cleared and in writing, sellers sometimes leave that vague until after registration

seller's now saying the conversion order is 'with the tehsildar office, will get a copy'. is that a normal delay or a red flag

Could genuinely be a normal delay, these things do sit in government offices, but I wouldn't move forward on a verbal promise. Push for the copy in hand, or at least a written acknowledgment of the application, before you commit further.
