Looking at a small shop-cum-office unit in Tirupati in a completed building. The seller keeps steering me away from the OC question. How important is it really for a commercial unit, and who issues it locally?
Take the OC question seriously, especially because the seller is dodging it. The occupancy certificate is issued by the local municipal body and certifies the building was completed per the sanctioned plan and is fit to occupy. No OC usually means deviations or completion formalities not closed — it makes a loan against the unit and a future resale harder. For a commercial unit also check the approved plan permits commercial use for that floor. Make the OC a condition, or price the risk knowingly.
A seller who won't talk about the OC is telling you something. I'd get the sanctioned plan copy and match it to what's actually built before anything else.
Also verify it on AP RERA if it's a recent project — rera.ap.gov.in — the registration lists the approvals.
