Looking at land outside Vizag city in the district — treating it as a plot investment, what changes?

Found some agricultural-looking land a bit outside the main city limits, currently still under agri classification I think. Considering it purely as a long-term investment rather than something to build on immediately. What's different about diligence here compared to buying an already-approved plot inside the city?

Start with the classification itself — pull the adangal / 1-B record from Meebhoomi for that survey number and see how it's currently shown. If you ever want to build, converting from agricultural to non-agricultural use is its own separate process, ask the local revenue office what's required rather than assuming the same steps apply as inside city limits, because outside the city the approving authority and process can differ. Also confirm there's actual road access on ground, revenue records don't always show that clearly.

Seconding the road access point, walk the approach path yourself, don't rely on a hand-drawn sketch from the seller.
