It's very block-specific, that's the main thing to internalise. A corridor near an industrial or institutional cluster moves for different reasons than one near the beach road, and both move differently from something out near a proposed bypass that's still on paper. Track actual road work and approvals in the specific pocket you're looking at rather than the city-wide story.
Agree, the pharma and IT clusters are real drivers for certain corridors but they don't lift every plot within ten kilometres equally. Depends heavily on approach road and whether the layout itself is sanctioned.
