Compare the last-mile approach road condition, whether it's a private layout's internal road or a public one that the municipality maintains, actual water source, and how far each plot is from a functioning market or school someone would use day to day. Those differ street by street far more than the broad Warangal-versus-Hanamkonda label suggests.
Also check if the internal roads in any layout are actually handed over to the municipality or still private, affects long-term maintenance.
